50 thousand convicts and thousands of prisoners may go to war – Minister of Justice

Minister of Justice Denis Malyuska said that if Ukrainian legislation allowed the mobilization of convicts and prisoners, there would be tens of thousands of such persons to defend the country.

Now two large categories of citizens cannot fight in the Armed Forces of Ukraine — these are prisoners, and those who once had a conviction for committing a crime (have an outstanding criminal record, which can last for years after serving the sentence).

— They are on the street, they walk, they work, they go about their normal lives. But no one takes them into the army — for reasons that are not entirely clear to me. There are at least 50 thousand of these people. That is, 50 thousand people who can now be easily mobilized and sent to the front. Provided that they are subject to conscription and do not have certain immunities associated with any other characteristics,” the minister said.

At the same time, Denis Malyuska noted that these 50 thousand people who are at large are safe and can definitely defend their Motherland.

With those who are now in prison, the situation is more complicated, notes the Minister of Justice. There are certainly fewer of those who are ready to defend their Motherland.

— Regarding the analysis of how safe or dangerous they are, the risks that are associated with this, it certainly won’t take much time. Because we have already had each of them undergo testing to determine the risk that they will commit a repeat crime,” said Malyuska.

The Ministry of Justice is ready to share this information with the TCC and the Armed Forces of Ukraine, as well as divide such persons into categories of crimes they committed.

According to the minister, it is difficult for him to imagine what danger in the ranks of the Armed Forces of Ukraine can be posed by those who were convicted of violating traffic rules when the consequences were unintentional. The same applies to those who have committed a corruption violation.

— They definitely won’t kill their brothers with a machine gun, — said the head of the Ministry of Justice.

Recall that the government of Ukraine in its updated draft law No. 10449 regarding mobilization proposes to the Verkhovna Rada to allow convicts to join the army at will. This will apply only to certain categories of persons who have been convicted.
