24 local councils ask president to veto town planning law #5655 – PSA

Already 24 local councils from different regions of Ukraine have asked the head of state to veto the law on urban development reform No. 5655.

This is emphasized by the Association of Ukrainian Cities. In addition, the PSA also sent an official appeal to Volodymyr Zelensky.

Regarding the application of the veto to the bill 5655, local councils continue to apply to the President of Ukraine. The Association of Cities of Ukraine sent its appeal on December 16, 2022, the message says.

In particular, the relevant appeals were sent to the president by: Lubensky and Chernihiv district councils, city councils of Ivano-Frankivsk, Lutsk, Lvov, Vinnytsia, Chernivtsi, Chernihiv, Kamenetz-Podolsky, Kremenchug and others.

What is wrong with the town planning reform

After the Verkhovna Rada voted on bill No. 5655 in At the second reading, a petition appeared on the website of the President demanding that a veto be applied to this draft. In less than a day, the appeal received the necessary 25,000 votes. In total, 42,090 people signed it.

Since December 19, the bill has been signed by President Volodymyr Zelensky.

The Association of Ukrainian Cities, in its appeal to the President regarding the veto of bill No. 5655, noted that the urban planning reform in its current form monopolizes the market, stimulates unauthorized construction, deprives the public and self-government bodies of the ability to control construction and influence developers, and also violates at least 5 provisions of the Constitution and creates contradictions with the Civil Code.
