Import crisis
In May, more than 15,000 entrepreneurs demanded Getmantsev's resignation from the post of head of the parliamentary committee, but as a result, he managed to keep his position.
However, the second question, which we will write about, is much more acute. We are talking about the resolution of the Cabinet of Ministers No. 153 of February 24, which regulates the list of critical import goods. What is it all about?
Critical import is a list of goods and services for which the state allows cross-border foreign exchange payments. In general, what can be officially paid for as an import to Ukraine.
On the one hand, critical imports are a tool of the NBU and the Cabinet of Ministers to restrain the outflow of currency from the country and achieve hryvnia stability.
< p>On the other hand, this is a rather strong limitation for businesses that complain that they cannot pay for and deliver a number of goods. Even those that were prepaid before the war.
Plus, you can get around the ban on official non-cash payments by paying in cash. This immediately creates demand for the currency. As well as other specific services to circumvent restrictions.
The decision on critical imports has already been amended 18 times, and now the list of goods that can be officially imported is more than 1,200 items.
More questions than answers
But even on this list, there are still many very strange restrictions. I will give two specific examples.
For example, on May 3, changes were made that excluded galvanized and painted sheets for the production of sandwich panels and profiled sheets from the list of goods. Now only non-galvanized sheet can be imported to Ukraine.
Initially, the idea of the restriction was that in Ukraine there are production facilities that can galvanize, but with a small amount of zinc. At the same time, at least 200 grams per square meter of zinc is required for the construction of industrial buildings.
It turns out that everyone who wants to restore their production in the de-occupied territories or continue the construction of what they have begun will find themselves in an extremely vulnerable position. They simply cannot continue to work now due to Cabinet restrictions. In this case, how can production be restored in principle?
At the same time, the decree on critical imports still allows the import of finished sandwich panels, which looks extremely strange. Indeed, in Ukraine there are many manufacturers that are now idle.
Another problem. The decree allows the import of mineral wool at a time when Ukrainian production does not receive orders from within the country.
Should we cancel critical imports? To be honest, the logic of the presence or absence of a product is quite mysterious. But, most importantly, the list is already 90% of our standard imports. Therefore, this list does not perform a stabilizing function.
In my opinion, it would be more logical for the government to cancel the list altogether. Or work more carefully with each commodity item and promptly make changes to those types of products that Ukrainian producers really need, which they need to restore production.
This question primarily concerns the First Deputy Prime Minister – Minister of Economy Yulia Sviridenko and her team of advisers. They just need to work faster and more clearly. The current times require much greater efficiency in economic matters.
