On Wednesday, March 8, Chinese President and Chinese Communist Party leader Xi Jinping told the People's Liberation Army that they must improve the use of technology, logistics and national reserves in order to “strengthen the army and win wars.”

The Chinese leader said in a statement that strengthening and improving “integrated strategic capabilities” is a new requirement set by the Chinese Communist Party.
Dressed in a khaki military suit, Xi Jinping, who received his third term as leader of the Communist Party last year, reminded the military that they were led by the party.
“China should make better use of science, technology and industry to strengthen its military and win wars,” he said, urging national laboratories to speed up military technology research so that China doesn't have to look to other countries for its defense needs.
The Chinese President demanded greater flexibility in supply chains, intensified infrastructure work and the creation of national reserves for military purposes.
He also mentioned the existence of “strategic risks” that the Chinese army must take into account, but did not elaborate on them.
The day before, Xi Jinping warned that “Western countries, led by the United States, have introduced a policy of containment, encirclement and repression against China, which has led to unprecedented provocations for the development of the country.”
