If the President of the Russian Federation has to undergo an operation, the person he indicates will act as head of state finger.
According to the constitution of the Russian Federation, in the event of a temporary incapacity of the president, his functions should be performed by the head of government. However, in modern Russia, everything will depend on Putin's personal choice.
This opinion was expressed on television by Russian human rights activist and public figure Mark Feigin.
The media disseminate information that if Russian President Vladimir Putin will have to undergo surgery in a hospital, his duties will be temporarily performed by Secretary of the Security Council of the Russian Federation Nikolai Patrushev. However, Mark Feigin considers this option unlikely.
“Patrushev is cunning, he won’t charge much for cutting off oxygen. I don't think Putin would trust such a person, to be honest. He will allow the weaker one to hold the scepter, because KGB officer Patrushev is like blowing up a house, killing a person, blowing his nose,” he said.
In his opinion, in this case, another figure, closer to him, can rule the country to Putin in a personal sense.
“In Soviet and post-Soviet practice, we have already seen this: when the duties of the head of state are performed not by the one who should do it according to the law, but by the one who has been pointed at,” recalled human rights activist.
In this context, Feigin named the figure of the oligarch and close friend of Putin, Yuri Kovalchuk, as the most likely.
“If Putin is sure that he will return, the decision will be nominal,” the Russian lawyer.
