The report noted Ukraine's progress in reforms, but identified further efforts to combat corruption and improve public administration.
The European Commission noted that Ukraine had completed all previously failed steps set out in the commission's 2022 opinion. Therefore, negotiations on joining the EU may be considered in 2025.

The document notes that Ukraine continues to improve the judicial system and strengthen institutions to combat corruption. It also notes the achievement of results in the investigation of corruption cases.
Some points of the report give a positive assessment of Ukraine's efforts to protect the rights of national minorities, which was important for Hungary.
“The restrictions on fundamental rights related to martial law remain broadly proportionate,” the European Commission notes.
However, despite the achievements in fundamental reforms, the European Commission stressed that “further efforts” are needed.
According to the European Commission report, there is a need to work closely on the further implementation of the updated legislation on the rights of national minorities in close cooperation with them.
European Commission also noted Ukraine's ratification of the Rome Statute and noted the importance of bringing national legislation into line with international standards.
“If Ukraine fulfills all the conditions, the commission looks forward to opening the cluster negotiations (negotiation sections – ed.), starting from the basics, as soon as possible in 2025,” the document says.
