What diseases are exempt from mobilization – a complete list

The Verkhovna Rada of Ukraine for the eighth time extended martial law and general mobilization for another 90 days – until May 13, 2024. During this period, all men of military age who, by decision of the military medical commission, are recognized as fit for military service, can receive a mobilization order.

But according to Art. 23 of the Law of Ukraine No. 3543-XII On mobilization preparation and mobilization and Appendix 1 of the Regulations on military medical examination in the Armed Forces of Ukraine, a list of diseases is defined that are the basis for a decision by the Military Military Commission on unsuitability and exemption from mobilization.

List of diseases exempt from mobilization – complete list

Conscripts with health problems during the period of martial law are divided into two categories:

  • limitedly suitable – can be called up if necessary, with a limited list of places and specialties for which military service will be performed;
  • those unfit for military service are removed from military registration.

In some cases, a second military examination may be scheduled after six months to confirm the health status of the person liable for military service.

Infectious and parasitic diseases that exempt from mobilization

Persons who have been diagnosed with:

are considered completely unfit for military service

  • active progressive tuberculosis with decay of lung tissue;
  • active, progressive tuberculosis of other organs (except the lungs);
  • severe forms of viral hepatitis with significant impairment of body functions, difficult to treat;
  • HIV with immune decompensation in stage IV.

Identified sexually transmitted infections (syphilis, gonorrhea, chlamydia, trichomoniasis, etc.) are the basis for the decision of the VVK on temporary unfitness and re-passing the medical examination after treatment.

In case of detection of other infectious and parasitic diseases, the Military Military Commission may recognize the person liable for military service as being of limited suitability or delay his mobilization for treatment.

New formations that exempt from mobilization

Oncological diseases can be a reason for recognition of unfitness only in severe cases with significant impairment of body functions:

  • malignant neoplasms with metastases and inoperable condition;
  • progressive oncological diseases of lymphoid tissue, blood and related tissues with significant changes in the composition of the blood (lymphogranulomatosis, myeloma, leukemia, myelodysplastic syndrome, etc.);
  • benign tumors of any location with significant impairment of body functions.

Persons liable for military service in a postoperative state or during the period of rehabilitation after radiation or chemotherapy are considered temporarily unfit. Such persons are prescribed a second round of VVC after completing the course of treatment and rehabilitation.

Conscripts who have been diagnosed with neoplasms (malignant or benign) that do not cause significant impairment of body functions are considered to be of limited fitness during martial law.

Diseases of the blood and hematopoietic organs that exempt from mobilization

In most cases, conscripts with diseases of the blood and hematopoietic organs are considered to be of limited fitness.

The decision on temporary unsuitability with repeated VVC is made after surgical interventions. Only those persons whose condition is diagnosed as rapidly progressing and decompensated (with significant impairment of the functions of organs and systems) are considered completely unfit.

The list of diseases of the blood and hematopoietic organs includes:

  • all types of anemia;
  • blood clotting disorder;
  • purpura (idiopathic, thrombocytopenic);
  • hemorrhagic conditions (increased bleeding);
  • agranulocytosis;
  • spleen diseases;
  • disorders involving the immune mechanism (all types of sarcoidosis, immunodeficiencies).

Endocrine diseases, nutritional and metabolic disorders that exempt from mobilization

Pathologies of the organs of the endocrine system, metabolic disorders and metabolic disorders can serve as grounds for recognition of unfitness only in cases with significant dysfunction. In milder conditions, those liable for military service are considered to be of limited fitness.

Such diseases include:

  • thyroid diseases (excluding neoplasms);
  • diabetes mellitus and other disorders of glucose regulation;
  • pathologies of other endocrine glands;
  • emaciation due to insufficient nutrition;
  • obesity;
  • functional hyperbilirubinemia;
  • lipomatosis, etc.

Mental and behavioral disorders that exempt from mobilization

A person liable for military service is declared unfit for military service with exclusion from military registration only in the case of pronounced persistent mental disorders:

  • all types of dementia, organic amnestic syndrome;
  • mental, personality and behavioral disorders due to brain damage or somatic illness;
  • dependence syndrome with severe, persistent mental disorders due to the use of psychoactive substances (alcohol, drugs, medications);
  • endogenous psychoses with frequently recurring phases (schizophrenia, chronic delusional disorders, episodic manic disorders, affective mood disorders);
  • neurotic conditions associated with stress (phobias, obsessive-compulsive, adaptation and somatoform disorders, neurasthenia, reactions to severe stress, depression, psychogenic deafness);
  • angiotrophoneurosis stage III-IV;
  • severe behavioral syndromes, personality and emotional disorders (associated with eating disorders and non-addictive substance abuse);
  • disorders of behavior and emotions in adolescence (hyperkinetic, social, emotional, unspecified mental);
  • personality and behavior disorders in adulthood (paranoid, schizoid, dissocial, emotionally unstable, hysterical and others);
  • disorders of habits and impulses, gender identification, sexual disorders;
  • specific disorders of speech and language, learning abilities, motor function;
  • profound and severe mental retardation.

In milder cases with short-term and minor painful manifestations, the person is considered to be of limited fitness and can be mobilized.

Diseases of the nervous system that exempt from mobilization

Conscripts with pathologies of the nervous system are considered unfit for military service in cases of rapidly progressing and significant dysfunction:

  • inflammatory diseases of the central nervous system (meningitis, encephalitis, myelitis, encephalomyelitis, intracranial and intravertebral abscess);
  • progressive diseases of the central nervous system (system atrophy, degenerative diseases, paralysis and paralytic conditions, Parkinson's disease, multiple sclerosis, dystonia (except vegetative-vascular), cerebral palsy, hydrocephalus, toxic encephalopathy and others); < /li>
  • epilepsy in the presence of frequent seizures or severe mental disorders;
  • rapidly progressing diseases of the peripheral nervous system associated with nerve damage, impaired innervation and pain syndrome (neuropathy, myasthenia gravis, myopathy, dorsalgia, radiculopathy, cervicalgia, sciatica, lumbago and others); < /li>
  • progressive disorders of the autonomic nervous system with significant dysfunction (Bradbury-Egleston syndrome, Riley-Day familial dysautonomia, multisystem degeneration, neurogenic orthostatic hypotension – Shy-Drager syndrome).

Eye diseases that exempt from mobilization

Persons who have:

are considered unfit for military service and excluded from military registration

  • severe anatomical defects of the eyelids, orbits, conjunctiva with significant impairment of visual or motor functions in both eyes;
  • sharply expressed, with a progressive decrease in visual functions or frequent exacerbations in both eyes of diseases of all parts of the eye and its adnexa (scars, opacities, degenerative changes, cataracts, diseases of the optic nerve, etc. );
  • retinal detachment and rupture of any etiology in both eyes;
  • glaucoma in severe stage in both eyes;
  • persistent paralysis of the motor muscles of the eyeball in the presence of diplopia;
  • nearsightedness or farsightedness of any eye in one of the meridians over 12.0 diopters or astigmatism of any kind with a difference in refraction in the two main meridians over 6.0 diopters;
  • visual acuity of one eye below 0.1 or blindness;
  • absence of the eyeball when the visual acuity of the second eye is 0.3 or lower or the visual acuity of both eyes is 0.2 or lower.

It should be noted that fully suitable for military service are those who are diagnosed with:

  • mild form of glaucoma;
  • myopia or farsightedness up to 6.0 diopters;
  • astigmatism of any kind with a refractive error of up to 3.0 diopters;
  • impaired color perception (dichromasia, abnormal trichromasia of any type).

Ear diseases that exempt from mobilization

Most ear diseases are grounds for declaring a person of limited fitness during martial law. A person liable for military service may be declared unfit in the following cases:

  • persistent complete deafness in both ears or deaf-muteness;
  • bilateral severe and profound (3-4 degrees) impairment of auditory function;
  • deafness in one ear and severe hearing loss in the other;
  • bilateral progressive severe hearing loss;
  • hearing loss with damage to the central parts of the auditory analyzer, pronounced vegetative and extra-aural manifestations.

Diseases of the circulatory system that exempt from mobilization

Those who have been diagnosed with:

are considered unfit for military service and excluded from military registration.

  • heart failure stage II-B-III;
  • stage III hypertension with irreversible structural damage to target organs;
  • cerebrovascular diseases with significant dysfunction (heart attack, stroke, stenosis, embolism, thrombosis, arterial aneurysms, cerebral atherosclerosis, hypertensive encephalopathy, consequences of surgical interventions);
  • diseases of the arteries with significant impairment of blood circulation and function (atherosclerosis, stenosis, aneurysm, dilatation or dissection of the main arteries, embolism and thrombosis of the aorta);
  • peripheral vascular diseases with significant impairment of blood circulation and function (Raynaud's syndrome, thromboangiitis obliterans);
  • acquired arteriovenous fistula;
  • hereditary hemolytic telangiectasia, non-tumor nevus;
  • diseases of the veins, lymphatic vessels and nodes with significant disturbances of blood circulation and functions (phlebitis, thrombophlebitis, thrombosis, embolism, varicose veins, lymphadenitis, surgical interventions).

Diseases of the respiratory system that exempt from mobilization

The Military Military Commission recognizes those diagnosed as unfit for military service with exclusion from military registration:

  • larynx stenosis;
  • paresis and paralysis of the larynx with significant impairment of the function of voice formation and breathing;
  • severe form of spasmodic dysphonia;
  • chronic diseases of the lower respiratory tract with significant impairment of external respiratory function (bronchitis, emphysema, obstructive pulmonary disease, bronchiectasis);
  • lung diseases caused by external agents, interstitial lung diseases with significant impairment of external respiratory function (pneumoconiosis, chronic pneumonitis, fibrosing idiopathic alveolitis, pulmonary alveolar proteinosis, hemosiderosis and others);
  • chronic purulent and necrotic diseases, pleural diseases, other diseases of the respiratory system with significant impairment of external respiratory function (abscess of the lung and mediastinum, pyothorax and others);
  • severe persistent bronchial asthma.

Diseases of the digestive organs that relieve mobilization

Persons liable for military service who have the following severe gastrointestinal diseases with significant impairment of function are not subject to mobilization during martial law:

  • maxillofacial anomalies (except congenital), including malocclusion with significant impairment of respiratory, olfactory, chewing, swallowing and speech functions
  • diseases of the esophagus, stomach, duodenum and appendix (esophagitis, gastritis, gastroduodenitis, gastroesophageal reflux disease and others);
  • non-infectious enteritis and colitis (Crohn's disease, ulcerative colitis);
  • other diseases of the intestines and peritoneum (obstruction, paralytic ileus, intussusception, diverticular disease, irritable bowel syndrome, constipation, megacolon, diseases of the anus and rectum, peritonitis, adhesive disease and others);
  • peptic ulcer of the stomach and duodenum;
  • liver diseases (alcoholic liver disease, toxic liver damage, liver failure, chronic hepatitis, fibrosis and cirrhosis);
  • diseases of the gallbladder, biliary tract and pancreas (cholecystitis, cholangitis, pancreatitis, etc.);
  • all types of hernias (inguinal, femoral, umbilical, abdominal wall, diaphragmatic and other abdominal hernias).

Diseases of the skin and subcutaneous tissue that exempt from mobilization

Unfit for military service with exclusion from military registration are persons who have been confirmed:

  • diffuse neurodermatitis (atopic dermatitis) with widespread lichenification of the skin;
  • common pemphigus;
  • dermatitis herpetiformis;
  • widespread, continuously relapsing plaque psoriasis;
  • psoriatic erythroderma.

For all other skin diseases, the IHC makes a decision on suitability or limited suitability during the period of martial law.

Diseases of the musculoskeletal system and connective tissue that relieve mobilization

The decision of the Military Military Commission on unsuitability for military service is made in the case of the following diagnosed diseases of the musculoskeletal system and connective tissue:

  • infectious arthropathy with persistent and significant changes (purulent arthritis, reactive arthropathy, Reiter's disease);
  • inflammatory polyarthropathy with significant dysfunction (rheumatoid arthritis, vasculitis and bursitis, Felty's syndrome, Still's disease, crystalline, psoriatic and enteropathic arthropathy, juvenile arthritis, gout);
  • systemic connective tissue diseases with significant dysfunction (polyarteritis nodosa and related conditions, necrotizing vasculopathies, Wegener's granulomatosis, Takayasu syndrome, systemic lupus erythematosus, dermatopolymyositis, systemic sclerosis, Sjögren's sicca, Behçet's disease, diffuse eosinophilic fasciitis and others); < /li>
  • severe form of ankylosing spondylitis;
  • arthrosis and other joint lesions with significant dysfunction;
  • diseases and lesions of muscles, synovium and tendons with significant dysfunction;
  • osteopathies and chondropathy with significant dysfunction (osteoporosis, osteomalacia, delayed fracture healing, stress fractures, fibrous bone dysplasia, osteomyelitis, osteonecrosis, Paget's disease and others);
  • acquired deformities and defects of fingers and limbs with significant dysfunction;
  • fibroblastic disorders with significant impairment of function;
  • bilateral amputation of limbs at any level or unilateral amputation stump of the lower limb above the level of the upper third of the leg;
  • diseases of the spine with significant dysfunction (curvature, osteochondrosis, spondylolysis, spondylolisthesis, damage to intervertebral discs, etc.).

Diseases of the genitourinary system that exempt from mobilization

By decision of the Military Military Commission, persons suffering from the following pathologies of the genitourinary system are excluded from military registration:

  • renal failure stage IV-V due to glomerular and tubulointerstitial kidney diseases (nephrotic syndrome, chronic interstitial nephritis, acute pyelitis, pyelonephritis, tubulointerstitial nephritis, chronic primary pyelonephritis, nephropathies);
  • diseases of the kidney, ureter, bladder and urethra with significant dysfunction (obstructive uropathy, hydronephrosis, pyonephrosis, urolithiasis, kidney cyst, cystitis, urethritis, urethral stricture and others); < /li>
  • diseases of the male genital organs with significant dysfunction (hyperplasia, prostate adenoma and fibroids, inflammatory and other diseases of the male genital organs);
  • inflammatory diseases of the pelvic organs in women with significant dysfunction (salpingitis, oophoritis, inflammation of the uterus or cervix, Bartholin gland disease, other inflammatory diseases of the vagina and vulva);
  • non-inflammatory diseases of the female genital organs with significant dysfunction (endometriosis, genital prolapse, ureterocele, bladder hernia, fistulas, non-inflammatory diseases of the ovaries, fallopian tubes and broad ligament of the uterus, ovarian or corpus luteum cyst , hematosalpinx, polyps of the female genital organs, erosion and dysplasia of the cervix, etc.).

Developmental defects and chromosomal disorders that exempt from mobilization

Persons with congenital malformations with significant functional impairments are considered unfit for military service:

  • congenital malformations of the nervous system;
  • congenital malformations of the eye, ear, face and neck;
  • congenital malformations of the circulatory system;
  • congenital malformations of the respiratory system;
  • cleft lip and palate and other congenital malformations of the digestive organs;
  • celiac disease;
  • congenital malformations of the genital organs;
  • congenital malformations of the urinary system;
  • congenital malformations and deformations of the musculoskeletal system;
  • other congenital malformations;
  • chromosomal abnormalities.

Injuries, poisonings and consequences of external causes that exempt you from mobilization

The basis for complete unsuitability for military service is the consequences of the influence of external traumatic factors with significant impairment of functions:

  • any injuries (fractures, concussions, compression, contusion, foreign body, hemorrhage, rupture, swelling, polytrauma);
  • thermal and chemical burns, frostbite, heat stroke;
  • barotrauma, decompression sickness, asphyxia;
  • lightning, electric shock;
  • exposure to ionizing radiation, rocket fuel components, electromagnetic field sources, laser radiation;
  • toxic effect of microorganisms of pathogenicity groups I-II;
  • poisoning with drugs or chemicals for non-medical purposes (gases, smoke, vapors, pesticides, food, toxins due to the bite of animals, reptiles, insects).
