Violation of the UN Charter by Russia
“We're speaking frankly. A permanent member of the United Nations Security Council invaded its neighbor, tried to erase a sovereign state from the map. Russia shamelessly violated the basic principles of the United Nations Charter,” Biden said.
“Russia is gaining even more soldiers and trying to organize a fake referendum is a direct violation of the UN charter. The whole world should see these crimes. No one threatened Russia and no one except her was looking for this conflict. We tried to avoid it,” he stressed.

Putin's nuclear blackmail
Joe Biden criticized Russian dictator Vladimir Putin for nuclear threats to Ukraine and the world.
“Today again, Putin is threatening Europe with a nuclear war. This is a gross violation of the non-proliferation treaty (nuclear weapons – Ed.). Now Russia is calling new soldiers into its ranks to participate in this battle,” he said.
Biden stressed that a nuclear war can never be won.

Joe Biden said that the goal of Russia's war is the complete destruction of Ukrainian statehood and the massacres of Ukrainians.
He noted that world leaders should be cold from the horrors that the Russians are now committing in Ukraine.

The head of the White House recalled that it is for this purpose that the Russian army is bombing schools, railway stations, hospitals and centers of Ukrainian history and culture. In particular, he said that a mass grave of people killed by the occupiers was found in Izyum in the Kharkiv region.
Help to Ukraine
Biden said that Ukraine has such the same rights as any sovereign nation. The United States will stand in solidarity with Ukraine in opposing Russian aggression. According to him, everyone in the UN must be firm and unwavering in their determination.

The US President drew attention to the fact that Putin and his regime are trying to lay the blame for the global food crisis on Ukraine and anti-Russian sanctions.
“Our sanctions allow Russia to export food and fertilizer. No restrictions,” Biden said and added, that the Kremlin uses energy and food as a weapon, which is unacceptable.
He called for extending agreements on the export of grain from Ukrainian ports.
Expansion of the UN Security Council
In his speech, the head of the White House also said that he supported the expansion of the number of permanent and non-permanent members of the UN Security Council.
According to him, we are talking about some countries in Africa, Latin America and the Caribbean.
“Members of the UN Security Council must constantly uphold and defend the UN Charter and refrain from using veto except in rare, emergency situations, so that the Security Council does not lose credibility and is effective,” Biden said.
