Vedomosti: Russian companies will sign a charter on the protection of children on the Internet

Today, September 1, the largest Russian Internet companies, telecom operators and media holdings will sign a charter on the safety of children on the Internet, Vedomosti reported, citing sources. We are talking about nine companies: Yandex, Mail.ru Group, Kaspersky Labs, MTS, Beeline, MegaFon, Rostelecom, Gazprom-Media and the National Media Group. Foreign services can also join the charter.

The charter speaks of the importance of joining efforts for the development and harmonious upbringing of children in the virtual space, the importance of dialogue with children for understanding their needs in the digital world, assistance in creative self-realization, and the joint formation of moral and ethical guidelines in the digital environment. The companies also commit themselves to find and remove content that is undesirable for children, improve tools for protecting minors, create and promote developmental and creative content, increase digital literacy of children, develop international cooperation in this area, and so on. Various parental control services can also be created.

The author of the idea was a representative of Kaspersky Lab. He proposed it in May at a meeting of the First Deputy Head of the Presidential Administration Sergei Kiriyenko with IT companies. Mr. Kiriyenko supported the idea.

The charter covers laws on self-regulation of social media and protecting children from information, as well as protecting children from information that is harmful to their development. A digital youth ombudsman is introduced. In essence, we are talking about the creation of self-regulation mechanisms that will shift control from the state to market participants.

In mid-August, the government set targets for the first time to protect children from prohibited information on the Internet and on television. The draft resolution emphasizes that the number of persons who violate the requirements should tend to “a minor error.” Nevertheless, the figures are given: the proportion of “repeat offenders” should not exceed 13% in 2023 and 7% in 2026.
