The adoption and signing of the Interim Budget Resolution by US President Joe Biden without assistance for Ukraine is not a “betrayal.”
Ambassador to the United States Oksana Markarova wrote about this on her Facebook page, citing a number of arguments.
Firstly, according to her, assistance to Ukraine was not included in this budget resolution, unlike the previous one, from the very beginning of the discussion.
“Both parties understand that Ukraine needs funding for a year, and not for 2-3 months, in order to effectively plan its defense and also not be part of the complex US budget process in the pre-election year, which will definitely be even more difficult,” the diplomat emphasized.
Secondly, the Ukrainian aid package (both the Biden administration’s proposal and its various options from the Senate and Congress) is now being actively discussed in both chambers. Markarova assures that the position of Ukraine’s friends is that all assistance (security, direct budgetary, reconstruction, energy and humanitarian) is needed as soon as possible.
“That 'as soon as possible' could be after Congress returns to work after Thanksgiving in late November-December. There is no final solution. The good news is that there is almost no discussion on the weapons component. Among the complex ones: the most heated discussions are around direct budgetary assistance, humanitarian assistance, as well as funds for the southern border of the United States – an issue that has nothing to do with Ukraine, but is tied to the assistance package to Ukraine, Israel and the South Pacific,” she noted.
Oksana Markarova assures that the Ukrainian Embassy in the USA and all delegations from Ukraine are actively working to convey the issue of the need for assistance and the importance of all its components. “We do this both in Washington and in the regions,” says the ambassador. According to her, Ukrainian society in the United States is also actively demanding this.
Let us remind you that the President of the United States of America, Joe Biden, on Thursday, November 16, signed a bill on temporary government funding. This will prevent a shutdown, but the package does not include additional aid to Ukraine and Israel.
