This was stated by White House National Security Communications Advisor John Kirby.
When asked whether the United States opposes other countries sending troops to Ukraine, he noted that this is the sovereign decision of each state.

— This is a sovereign decision that each nation evaluates and makes. I can only speak on behalf of this sovereign nation (USA, — Ed.) and this Commander in Chief. He made it clear that we will not be deploying our troops, — Kirby said.
NATO troops in Ukraine
February 26, French President Emmanuel Macron said that nothing can be ruled out regarding the issue of sending troops of Western states to Ukraine. He also noted that there is no consensus on this issue among European countries today.
Against the background of this statement, Germany emphasized the inadmissibility of the participation of its military in hostilities. A number of other states made similar statements: Sweden, the Czech Republic and Poland reported that they were not considering sending their troops into Ukraine.
At the same time, the head of the Estonian Foreign Ministry said that Macron’s words indicate a paradigm shift in support for Ukraine from Western countries. The head of the Estonian government, Kaja Kallas, emphasized that no means of providing assistance to Ukraine can be ruled out.
