The Secretary of State accused Russia of creating false provocations in the Donbass. “Even though we are doing our best to make it clear that there is a diplomatic path, that differences must be resolved through dialogue, through diplomacy, we are deeply concerned that this is not the path that Russia has chosen,” he said.
