The corresponding decision was made at a government meeting on December 9.
In general, the Cabinet of Ministers approved two draft laws prepared by the Ministry of Foreign Affairs.
According to the first document, it is recognized as an illegal act : public denial of the armed aggression of the Russian Federation, the occupation of Ukrainian territories, Russia's attempts to legitimize the annexation of the occupied Ukrainian territories .
Purpose of the bill is to prevent the provocative behavior of foreign and Ukrainian public figures, officials and politicians in the context of an armed conflict.
The bill states that the denial of Russian aggression is an outrage against the victims of the aggressive war unleashed by Russia against Ukraine, humiliation of dignity the people of Ukraine, is illegal and entails legal consequences.
Under public denial of the armed aggression of the Russian Federation means at least one open appeal addressed to more than one person, which contains a written statement or a graphic image of the temporarily occupied Crimea within the borders of Russia (or as a separate territory outside Ukraine).
And under public Denying Russia's attempts to legalize the annexation of Crimea implies at least one open appeal denying the relevant actions of Russia and its officials.
The bill covers: public denials made public in the press, on radio, television, using other media; through the Internet; messages during public speaking; demonstration in public places of posters, slogans; distributing leaflets or other printed materials.
The second bill introduces amendments (new article) to the Code of Ukraine on Administrative Offenses. Namely, responsibility is introduced – fines for public denial of Russia's aggression , temporary occupation of the territories of Donbass and Crimea, attempts to legitimize annexation:
• in the amount from 1,000 to 2,000 tax-free minimum incomes of citizens ( 17 – 34 thousand UAH );
• for a repeated such offense within a year – in the amount of 2 000 to 3,000 minimum incomes ( 34 – 51 thousand UAH ).
The bill covers: national and foreign public figures; officials (persons authorized to perform the functions of the state or local government); politically exposed persons (we are talking about persons who are national, foreign public figures, as well as those involved in international organizations).
Now the bills should be considered by the Verkhovna Rada of Ukraine.
