The European Council decides to begin accession negotiations with Ukraine and Moldova.
Afterwards, the 27 EU member states will begin discussing the EU summit decision on the start of negotiations on Ukraine's membership on Tuesday, December 5.

This meeting is the beginning of preparations of 27 countries for the summit of leaders of the European Union, which will take place on December 14-15. During the event, state leaders must decide on the prospects for the integration of Ukraine, Moldova, Georgia and Bosnia.
At the same time, the initial draft decision of the EU summit, which the ambassadors will discuss, contains the wording: “The European Council decides to begin accession negotiations with Ukraine and Moldova.”
As for Bosnia and Herzegovina, accession negotiations will begin “as soon as the required level of compliance with membership criteria is achieved,” and Georgia will receive candidate status “if Tbilisi fulfills the outstanding conditions.”
Information about the wording of Kyiv, Chisinau and Tbilisi was partially confirmed by Radio Liberty journalist Rikard Jozwiak.
“The latest draft conclusions on EU enlargement contain recommendations to begin accession negotiations with Ukraine and Moldova, but there is no final decision yet,” he noted on Ukraine and Moldova.
Meanwhile, the European Commission commented on the statement of Hungarian Prime Minister Viktor Orban that at the EU summit in December 2023 they should not even consider the issue of starting negotiations with Ukraine on joining the European Union.
