Twitter, Facebook and WhatsApp sent complaints to the Tagansky Court of Moscow against the decision, according to which the companies must pay fines totaling 36 million rubles. for refusing to localize the databases of Russian users.
“Appeals against the decision of the magistrates' court in relation to WhatsApp, Twitter, Facebook were received by the Tagansky Court of Moscow,” the court said (quoted by Interfax). In complaints, companies are asked to cancel the fines imposed.
The Tagansky District Court of Moscow fined the company on August 26. By a court decision, WhatsApp, which committed such an offense for the first time, was fined 4 million rubles. (part 8 of article 13.11 of the Administrative Code of the Russian Federation), Facebook – 15 million rubles, Twitter – 17 million rubles. for repeated violations (part 9 of article 13.11 of the Administrative Code of the Russian Federation).
Roskomnadzor then reported that companies were obliged to ensure the recording, systematization, storage and retrieval of personal data of Russians using databases on the territory of the country, as this allows to ensure the necessary data protection. It was also reported that Facebook paid the first fine, but Twitter did not.
Facebook, WhatsApp and Twitter, as well as other foreign companies were supposed to confirm the localization of databases of Russian users in Russia by July 1, but they did not. Twitter and Facebook received the first fines of 4 million rubles. in February 2020. At the end of July 2021, Google received a fine for refusing to localize Russian data.
