Before the quarter-finals, however, the European Football Association had also stipulated that the rainbow flag must not appear on the advertising boards in St. Petersburg and Baku. The German car maker Volkswagen wanted to use the symbol to advertise diversity. UEFA was concerned that this was not allowed.
