The decision to start negotiations with Ukraine and Moldova on accession to the EU was made in the absence of the Hungarian Prime Minister.

Decision to start negotiations with Ukraine and Moldova on accession to the EU were adopted in the absence of Hungarian Prime Minister Viktor Orban, which made it possible to avoid a veto. This was reported by senior officials of the EU institutions. As for Orban himself, the head of Hungary confirmed that he abstained during the vote for the start of negotiations on Ukraine’s accession to the EU, and did not change his attitude towards this.

This was stated in Orban's statement on December 14.

“The decision to start negotiations with Ukraine is a bad decision,” he said.

At the same time, Orban explained, after almost eight hours of discussion, the remaining 26 EU member states insisted on supporting negotiations with Ukraine and decided to “go their own way.”

“Hungary does not want to participate in this very bad decision,” he added.

According to sources, all other states voted for the start of negotiations with Ukraine, so there were 26 votes and one abstained.

The team of the head of the European Council Charles Michel confirmed that the decision to begin negotiations with Ukraine and Moldova on accession to the EU was made in the absence of the Hungarian Prime Minister.

“Legally, this is absolutely in accordance with the rules. Yes, we made a decision without Orban’s presence, but not behind his back. He knew that this decision would be voted on and left the room,” said a representative of the team of the European President Council.

Recall that on December 14, the European Council decided to begin negotiations on accession to the EU for Ukraine and Moldova. President Vladimir Zelensky called the step of the leaders of European states a victory, motivating, inspiring and strengthening.

Meanwhile, the Prime Minister of Hungary Viktor Orban, having arrived at the two-day EU summit in Brussels, said that money to help Ukraine in the short term is already available EU budget.
