In the city of Ust-Ilimsk, Irkutsk region, on September 26, 25-year-old local resident Ruslan Zinin shot at the military commissar during a training session at the military registration and enlistment office.

According to the woman, Zinin himself did not receive the summons, but his best friend received it.
“The son was very upset, he was indignant that they had sent a summons, and his friend didn’t even serve in the army. He kept repeating: “They said there would be partial mobilization, but in the end everyone was rowed,” says the shooter’s mother.
An eyewitness to the incident at the military commissariat, on condition of anonymity, said that Ruslan Zinin actually appeared at the commissariat in the morning, and returned a second time in the afternoon.
“He had a skirmish with the military commissar. He swore at him and sent in front of everyone. The conversation began with the question of this shooter: “Why are those who did not serve in the army being called up? My friend did not even go on urgent duty, he received a summons.” He sent him and said: “Now you’re ****ing up, you yourself will go instead of your friend!” – says the interlocutor of the publication.
According to other eyewitnesses, Zinin brought the homemade sawn-off shotgun to the military commissariat himself.
“Well, these are stories that he kind of volunteered and, having received weapons started shooting. He had a self-propelled gun. And who would have given him the barrel there on the first day? The question is: why did he pass to the commissariat with a weapon without any obstacles and didn’t even ring – yes, because there wasn’t even a metal detector frame there,” said a local resident.
Later, Russian investigators, after interrogating Zinin, reported that the guy committed the shooting after his cousin, 21-year-old Vasily Gurov, received the summons. Also in March 2022, during the war in Ukraine, his best friend, 19-year-old Daniil, died.
A friend of the shooter, Alexander, said that Zinin “was generally normal, not a bully, not a lazy person, he worked well and was a psycho definitely wasn't.”
“I don’t know how it was necessary to bring it to this. Perhaps, because with the beginning of this mobilization, everyone went crazy. Some are afraid that“ they will rake everyone in. , but at the same time they don’t volunteer,” the man notes.
The publication learned that in Ust-Ilimsk, a city with about 80 thousand people, about 300 people were already mobilized in 4 days. According to doctors, the first train of mobilized people was sent out of the city even without a medical examination.
“Needless to say, we've been in a rush here [in the clinic] for the third day, while the medical examination is going on. There are two queues of mobilized people, a large amount of work. The first train has already been sent, but we didn’t examine them.
