The Ministry of Internal Affairs will make, in particular, personnel decisions after studying the conditions and circumstances that caused the shooting in the Dnieper on the night of January 27.
This was announced by the Minister of Internal Affairs Denis Monastyrsky.
– By my order, a commission will be created to study the circumstances that could have caused such actions of a 21–year-old serviceman, called up to teach how to protect the country and take care of security, and not for him to shoot his colleagues, – Denis Monastyrsky stressed.
In addition, according to the head of the department, the circumstances will be studied, how Artem Ryabchuk passed the military medical commission and what was his mental state at the time of granting access to weapons.
According to the Interior Minister, it is necessary to make a detailed analysis of how urgent military service is built in the country, what are its advantages, disadvantages and what needs to be radically changed.
Recall that the shooting in the Dnieper occurred at 03.40 on January 27 on the territory of the Southern Machine-Building Plant (Yuzhmash).
Conscript soldier Artemiy Ryabchuk shot a guard of National Guard soldiers with a Kalashnikov assault rifle during the issue of weapons and escaped.
Five people were killed and five others were injured.
The soldier was detained six hours later in the Suburb of Dnipropetrovsk region.
