On January 27, at 03.40 on the territory of the Southern Machine-Building Plant (Yuzhmash) in Dnipro, 21-year-old conscript soldier Artemiy Ryabchuk shot a guard of National Guard soldiers with a Kalashnikov assault rifle and escaped.
Four soldiers and a checkpoint controller died from the actions of the attacker. Five more were admitted to the hospital.
The attacker was detained six hours later in the Suburban Dnipropetrovsk region.

First messages
The message about the shooting in the Dnieper in the Ministry of Internal Affairs was published at 07.38.
Law enforcement officers provided a photo of Artemy Ryabchuk, who fled the scene, and asked everyone who knows information about his place of stay to report to the special line 102.
Subsequently, the police received more than ten calls from people who reported suspicious persons.
In addition, a video appeared on the network of a guy stopping a car on the road.
To find the fugitive, a police operation Siren was introduced in the city. All police services were involved in the search, and the commander of the National Guard, Colonel General Nikolai Balan, urgently left for the scene.

Deputy Interior Minister Anton Gerashchenko clarified that the 21-year-old conscript soldier hails from Izmail, Odessa region, grew up without a father.
The duty of a serviceman of the National Guard of Ukraine was to protect the territory of the Yuzhmash plant.
Arrest of the shooter
Artemy Ryabchuk was detained at 09.29 in the Suburban Dnipropetrovsk region.
The information was first reported by the Minister of Internal Affairs Denis Monastyrsky.
The Interior Minister assured that the detainee would bear the strictest responsibility provided for by Law, and thanked all police officers who honestly did their job.
As the deputy director of the State Security Bureau in Poltava, Vladimir Shilo, specified, Ryabchuk, having a machine gun with him, himself asked a passerby to contact the police and inform about his whereabouts.
The operational video shows how the military slowly, smiling at law enforcement officers, told how he shot his colleagues and employees of Yuzhmash in cold blood.
The first guy killed a conscript and a contract employee, then – an employee of engineering and technical means of protection.
– After that, I went into an open safe and took all the “horns” that I could put in my backpack– – the guy recounted the events of the night.
Then an employee of the plant management building got in his way.
– The woman didn’t let me out. I shot her in the head. After that, he opened one of the exit doors and started shooting at the door lock. It didn’t work out for me. I wandered around the factory, found a place I could jump over–” said a 21-year-old conscript soldier.
What is known about the dead and wounded
As reported in the National Guard, the actions of the military killed:
- Senior Lieutenant Alexander Buganov (National Guard of Ukraine);
- Junior Sergeant Dragan Alexander Aleksandrovich (National Guard of Ukraine);
- Senior soldier Artem Vladimirovich Levkivsky (National Guard of Ukraine);
- soldier Chernik Leonid Leonidovich (National Guard of Ukraine);
- Lebedinets Vera Sergeevna (controller of the checkpoint of departmental paramilitary security).
Five more wounded were hospitalized. Four were operated on at the Mechnikov Hospital, another was taken to the city hospital No. 16.
According to the general director of the hospital, Sergei Ryzhenko, the nature of the injuries indicates that the victims were shot at very close range.
Even chef Hector Jimenez-Bravo called to donate blood for the victims, who are now being rescued by doctors.
Reaction of the President of Ukraine
President of Ukraine Vladimir Zelensky also reacted to the tragedy in the Dnieper.
The Head of State ordered that the relatives of the victims of the shooting in Dnipro on January 27 should be provided with all necessary assistance without delay.
– Terrible news from the Dnieper in the morning. Five dead, doctors are fighting for the lives of the wounded. Sincere condolences to those who lost their loved ones today, – said Vladimir Zelensky.
The President of Ukraine stressed that he expects law enforcement officers to fully inform the public about all the circumstances of the crime.
Reaction of law enforcement agencies
Interior Minister Denis Monastyrsky ordered the creation of a commission to study the circumstances that could have caused such actions of a 21-year-old serviceman.
– The circumstances will be studied, how Artem Ryabchuk passed the military medical commission and what was his mental state at the time of issuing a permit to weapons.
After studying the conditions and circumstances that led to the tragedy, conclusions will be drawn, in particular personnel ones,” the minister said.
According to Denis Monastyrsky, it is necessary to make a detailed analysis of how urgent military service is built in the country, what are its advantages and disadvantages and what needs to be radically changed.
The State Bureau of Investigation has opened two criminal proceedings.
The first is on the fact of premeditated murder.
The second is on the fact of official negligence of the leadership of the National Guard.
Now law enforcement officers are studying in detail the procedure for organizing the service and security of the Southern Machine-Building Plant, where the shooting occurred, and will also conduct a detailed investigation of the conditions that made the crime possible.
