The US government intends to ban the sale of professional software for hacking digital infrastructure to China and Russia.
The US Department of Commerce has introduced a new export control rule aimed at restricting the export or resale of any hacking tool to China and Russia. In a statement, the agency says, in particular, that, taking into account hundreds of comments from market players and ordinary users, it now believes that it has found a balance that will allow analysts and cybersecurity companies to continue to work with foreign partners and customers on software bugs. and resist malicious attacks, and at the same time “limit the ability of adversaries to get their hands on these technologies.”
Potential adversaries predictably include China and Russia. The rule will take effect in 90 days and will require companies to obtain a license from the Bureau of Industry and Security (BIS) of the Department of Commerce before selling hacker software and hardware to China, Russia and a number of other “problem” states.
The idea is to “make it harder for adversaries to use various cyber-tools to violate human rights, spy on dissidents or disrupt communications, while at the same time providing all the necessary go-to-market opportunities for cybersecurity companies.”
