Professor of the Institute of World Economy and Business of the Peoples' Friendship University of Russia (RUDN), Doctor of Economics Zhanna Golodova, in an interview with the Prime agency, said that in 2022 pensions will increase for some categories of Russians.

A significant increase in inflation made it necessary to index social benefits. This applies to both insurance and state pensions, and the indexation of pensions should exceed the inflation rate. Although the question of what inflation rate will be taken into account – planned or actual remains unresolved

Allowances

The economist noted that unemployed pensioners who have worked in rural areas for more than 30 years will be able to receive a pension supplement even when they move. Also, a bonus to a pension can be received by citizens who until 1992 worked in Russian collective farms, machine-tractor stations, inter-collective farm enterprises, state farms, peasant farms, agricultural artels.

The only condition is that they must live in rural areas, Golodova emphasized. At the same time, the position held will not affect the pension, she added.

Indexing

In 2022, pensions are planned to be indexed three times, the increase will affect different groups of pensioners, Golodova continued. The first increase was made automatically from January 1, 2022, after all insurance pensions were indexed by 5.9 percent. “This means that the fixed part will increase to 6,401 rubles. The second increase – in April 2022 – is a more significant indexation of social pensions – by 7.7 percent, ”explained the Doctor of Economics.

In addition, in 2022, the supplement to the pensions of 80-year-olds and people with disabilities of group I will also be increased, amounting to 100 percent of the fixed part, now it will be equal to 6,401 rubles. According to Golodova, this year it is planned to increase pensions for military pensioners, former employees of the Ministry of Internal Affairs, the Federal Penitentiary Service and the National Guard.

Golodova also admitted that the increase will affect pensioners who have worked in certain industries and sectors of the economy – the coal industry, civil aviation, pensioners-Heroes of the USSR and Russia, Heroes of Socialist Labor, persons awarded the Order of Glory of three degrees, as well as persons who have “earned” labor experience in the regions of the Far North.

The premium for the “northern” experience will definitely increase: for 15 years of experience in the Far North they will pay 3,201 rubles, for 20 years of experience in equivalent territories – 1,920 rubles

2022 innovations

Since January 1, insurance pensions in Russia have grown by 5.9 percent, and their average size has exceeded 17 thousand rubles. The size of the fixed payment, taking into account indexation, will amount to 6401 rubles. Social pensions and pensions for state pensions will grow from April 1 by 7.7 percent. The increase for working pensioners will be increased automatically.

The retirement age in 2022 will remain the same as in 2021. Women at the age of 56.5 years and men at the age of 61.5 years will be able to issue an insurance pension.

The amount of the “rural supplement” to the fixed payment is 25 percent of the fixed payment to the insurance pension, which is about 1600 rubles. Once every three years, the Russian Pension Fund (PFR) will inform men who have reached the age of 45 and women who have reached 40 about the estimated amount of insurance pension upon reaching old age.

In addition, from 2022, pensioners will be given the opportunity to receive pensions earlier than the established date, if an emergency regime is in force in their territory. Citizens who worked in the Far North and equivalent areas have the right to an early appointment of an old-age insurance pension.

Ways to increase your pension

Professor of the Department of Finance and Prices at the Plekhanov Russian University of Economics Yulia Finogenova said that there are two ways to increase pensions without your own savings: monetize benefits or retire later.

So, if you retire even five years later, you can get an increase in your insurance pension in the region of 40 percent. However, if inflation in Russia is as high as it is now, these benefits can be nullified, said Finogenova. In addition, the economist urged to remember that people from 80 years old double the basic part of the pension.

Another way to increase your pension: you can achieve this through the monetization of benefits. For example, you can refuse some of the benefits and receive them in the amount of about one and a half thousand rubles a month (as a supplement to your pension).

Nevertheless, the financier concluded, it is important to receive a “white” salary before retirement, because then you can accumulate more individual pension points. At the same time, a more reliable option is non-state pension savings, which must be started practically from the first salary.

Reasons for low pensions

Former Deputy Minister of Health and Social Development of Russia, Professor of the Financial University Alexander Safonov explained that the state does not have money to raise pensions, since salaries in Russia are low, the contributions from which to the Pension Fund (PFR) are not enough for decent payments to senior citizens.

In turn, Associate Professor of the Russian Academy of National Economy and Public Administration, Candidate of Economic Sciences Konstantin Dobromyslov expressed the opinion that in order to increase salaries, it is necessary to increase the amount of deductions from employers to the Pension Fund budget.
