Russia refused to participate in the Munich Conference due to restrictions on holders of COVID-19 vaccines not recognized by the European Union (EU) and harsh statements by the organizers of the event. The reasons for the refusal were revealed by Kommersant.

According to the publication's sources, this year there will be no official delegation from Russia due to two reasons. First, those who do not have an EU-recognized certificate of vaccination or illness were asked to enter a six-day quarantine upon arrival in Munich.

The interlocutors named the second reason as Moscow's irritation in connection with the sharp political statements of the head of the Munich Security Conference, Wolfgang Ischinger, and his future successor, Christoph Heusgen. Thus, Ischinger said that Germany's unwillingness to abandon Nord Stream 2 and start supplying weapons to Ukraine harms the reputation of Germany within NATO. At the same time, Heusgen spoke out about the fact that Russian President Vladimir Putin allegedly lives in a world of his own nostalgia. According to him, the Russian leader seeks to “restore the Russian empire”, reminiscent of the USSR.

Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova said that Russian officials have no plans to participate in the upcoming Munich Security Conference. Russian President Vladimir Putin also does not plan to take part in the event this year.

In 2022, the Munich Security Conference will be held in person for the first time in two years. It should take place on February 18-20, 2022.
