Prime Minister Mikhail Mishustin signed a decree that will allow bona fide users to protect their rights, the content of which has been unlawfully removed by social networks. The document was published on the official portal of legal information.
“The government of the Russian Federation decides … to approve the attached: rules and terms for consideration of applications from users of a social network to cancel measures to restrict access to information … rules to demand the owner of a social network to cancel measures to restrict access to user information,” the document says.
Roskomnadzor, within 30 working days after receiving a request for unlawful removal of content, must consider it and decide whether to lift the restriction of access to information or not. At the same time, the department does not consider appeals if they contain obscene or offensive language, as well as threats to the life, health and property of government officials and their family members.
Earlier, Russia passed a law that obliges social networks to independently identify and block illegal content. We are talking about materials containing “clear disrespect” to society, state symbols, state power and the Constitution, calls to participate in unauthorized rallies, insult to human dignity, as well as publications discrediting citizens on the basis of gender, nationality, language, religion, profession, place of residence and work or political opinion.
