President Volodymyr Zelenskyy has put into effect a decision of the National Security and Defense Council (NSDC) on a state security strategy that identifies real and potential threats to Ukraine.

As stated in the document, the Russian Federation continues the hybrid war against Ukraine.

At the same time, it uses political, economic, information and psychological means and cyber attacks.

At the same time, the activities of the occupation administrations in ORDLO and the temporarily occupied Crimea may threaten Ukrainian state security.

As noted, destructive propaganda abroad and within the country kindles and provokes conflicts, and also undermines social unity.

The current state of the strategic communications system makes it difficult to neutralize this danger against the backdrop of Russia's information expansion.

The document states that the oligarchs have established control over strategic enterprises and sectors of the national economy, including due to the influence of political institutions and processes.

“State policy… is aimed at timely detection and prevention of external and internal threats to the state security of Ukraine, stopping intelligence, terrorist, sabotage and other illegal encroachments of special services of foreign states, as well as organizations, individual groups and individuals on the state security of Ukraine,” the document says .
