The ministry will introduce requirements for the use of Russian operating systems in the Internet of Things
By December 2021, the Ministry of Finance of the Russian Federation should introduce requirements for the mandatory use of domestic operating systems (OS) in IoT devices in areas that are regulated by the state. This is stated in the roadmap “Creation of additional conditions for the development of the information technology industry”, approved by the Government of the Russian Federation.
The document provides that the department will introduce the relevant requirements in the form of guidelines, departmental programs and digital transformation strategies.
The expected results in the plan of events include the replacement of foreign operating systems with Russian solutions and an increase in information security in this area.
By December, the Ministry of Finance should ensure the transition of state bodies and budgetary organizations to a single state platform for supporting working communications. By October, the department, together with the Ministry of Education, the Ministry of Health and the Ministry of Finance of the Russian Federation, will provide teachers and doctors with Russian tablets based on the domestic mobile operating system.
Also, the Ministry of Digital Development will have to introduce requirements that include the inclusion in departmental digital transformation programs of instructions on the use of domestic cloud services and on the refusal to create the infrastructure of data processing centers (DPC) without proper justification at the expense of budgetary funds, as well as a ban on creating data center infrastructure for needs without proper justification. executive authorities of the constituent entities of the Russian Federation.
In addition, by December the Ministry of Digital Industry and the Federal Antimonopoly Service should prepare amendments to regulatory legal acts, implying the development of requirements for the pre-installation of Russian software. The Ministry of Digital Development will, in addition, prepare changes providing for the establishment in departmental digital transformation programs of instructions for the phased replacement of foreign office software and operating systems with Russian IT solutions.
By November, the Ministry of Digital Science must change the regulatory legal acts that provide for mandatory compatibility of state and departmental information systems with domestic office software and operating systems included in the unified register of Russian programs for electronic computers and databases.
The Ministry of Finance, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Industry and Trade and the Federal Tax Service will also propose changes to the Tax Code of the Russian Federation, which would include the costs of introducing domestic software.
