The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has prepared a draft resolution on the limitation and suspension of the use of any networks and means of communication during emergencies. The document was published on the portal of regulatory legal acts.
According to the text of the project, from March 2022, the department will have the right to make a decision on the priority use of communication networks and communication facilities during natural and man-made emergencies.
The need for innovation is justified by the fact that the operator does not always have the technical ability to provide communication between the participants in the elimination of an emergency.
In such cases, the Ministry of Digital Industry will be able to suspend and restrict the use of communication networks in order to ensure interaction between the government commission for the prevention and elimination of emergencies and fire safety, as well as commissions for the prevention and elimination of emergencies and fire safety of federal executive bodies.
The text of the document specifies that the restriction should not impede the work and interaction of bodies that are involved in the elimination of emergencies. In addition, it is impossible to disrupt the control of technological processes of production, which may cause other emergencies.
