MOSCOW, September 1. / TASS /. From October 2021 to October 2022, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation will conduct an experiment to place citizens of their biometric data through the Biometrics application. The corresponding document was published on the portal of draft regulatory legal acts.
“Conduct from October 1, 2021 to October 1, 2022, an experiment on the placement by citizens of the Russian Federation of their biometric personal data in a unified information system of personal data, providing processing, including the collection and storage of biometric personal data, their verification and transmission of information on the degree of their compliance with the provided biometric personal data of an individual, using a mobile phone, smartphone, tablet computer, as well as the use of this system by government agencies, banks and other organizations using these biometric personal data when providing certain services, “the document says.
The TASS Ministry of Digital Sciences reported that citizens who independently registered in the application developed for mobile devices and passed through the procedure for submitting two types of biometrics – voice and face – will have access to a wide range of digital services in government agencies, banks and other organizations.
The ministry added that for self-placement of biometric data, citizens will need to download the Biometrics application and enter it using their verified account in the Unified Identification and Authentication System (ESIA). “At this stage, you must also give your consent to the collection and processing of data in the Unified Information System, after which an encryption key is generated to protect the channel, and the application can start collecting photographs and voice recordings in accordance with the quality control requirements. In the future, the information system verifies the collected biometric samples with the data contained in the biometric foreign passport, and also checks the quality of the data loaded into the application, “the Ministry said.
The ministry noted that an important feature of the Unified Biometric System is a high level of accuracy in identification – the system simultaneously analyzes voice and face samples simultaneously using Liveness technology. “This approach allows you to detect falsification of biometric data in a digital channel and completely exclude illegal access to the biometrics of registered users. Based on the results of the check, the citizen is informed of the result and a corresponding notification is sent,” the Ministry of Finance said.
Services with biometric identification
The ministry added that it is currently planned that the list of available services with biometric identification of citizens through self-registration will include: remote banking service and expedited service in branches, biometric payments (up to 1 thousand rubles), online session delivery in higher education establishments, remote conclusion of communication contracts, access to sports facilities, as well as to the territory of bodies and organizations that have joined the experiment.
In addition, mobile biometrics will make it possible to pay for travel on the infrastructure of the Moscow Metro and the Moscow Central Circle.
“The ability to independently submit your biometric personal data to receive services in a remote format will expand the scope of application to new industries and make digital services more accessible for all categories of citizens, including those living in remote areas, as well as for the elderly and people with limited mobility,” they noted in the Ministry of Digital Science.
About the bill
Earlier, in order to organize the possibility of self-registration by citizens of their biometric personal data in the Unified Biometric System, a draft federal law No. 946734-7 “On Amendments to the Federal Law” On Information, Information Technology and Information Protection “was developed.
The draft federal law was reviewed by a number of departments, including the FSB of Russia. Following the consideration of the draft law, the FSB of Russia announced that it was not ready to support the draft law at the moment, including in connection with the need for a more detailed study of issues related to the technical implementation of the process of placing by individuals their biometric personal data through a mobile application, and the need to form a threat model before adoption of the bill.
In this regard, the Ministry of Digital Affairs of Russia, at the suggestion of the FSB of Russia, organized work to conduct an experiment on the placement by individuals of their biometric personal data through a mobile application in order to test its functionality, form a threat model and prepare technical implementation.
