Press Secretary of the Russian dictator Peskov said that the seventh paragraph of Putin's decree was allegedly for “official use.” Therefore, it cannot be opened.
The Russian edition of RIA Novosti writes about this.
“It is for official use. And therefore I cannot open it,” Peskov said.

However, the Kremlin speaker hinted that this paragraph refers to the number of mobilized. But, they say, this is the business of the Ministry of Defense.
Recall that Vladimir Putin today, September 21, announced a partial mobilization in Russia because of the war against Ukraine. The Kremlin dictator also said that he supported the holding of so-called pseudo-referendums in the temporarily occupied territories of Ukraine, stating that the residents of Kherson, Zaporozhye, Donetsk and Luhansk regions allegedly “expressed a desire to determine their own lives” themselves.
