The EU has not agreed on a new package of sanctions against Russia: who is slowing down the process

The debate will continue today.

EU countries could not agree on the 14th package of sanctions against Russia, since Germany is still blocking it, despite the exclusion of a clause that Berlin considered problematic.

EU diplomats told Reuters.

Officials from 27 EU countries discussed the sanctions package for more than a month. The new restrictions include a ban on transhipment of Russian liquefied natural gas and a plan to hold EU operators accountable for sanctions violations by subsidiaries and partners in third countries.

German hesitation was partly due to internal disagreements between the Foreign Office and the Chancellor's Office, diplomats and sources said.

The withdrawn provision was an extension of the so-called “absence of Russia clause” to subsidiaries in third countries.

This clause would force these subsidiaries to “contractually prohibit re-export to Russia and re-export for use in Russia,” the publication writes.

It is known that the ambassadors will continue the debate today, June 20.
