At the opening of the second module of the educational program “New Media Workshop” Khinshtein mentioned the failures and said that Runet was ready for such a development of events. “Russian citizens have nothing to worry about, because the Internet will still be on the territory of our country. When Instagram “froze”, each person was left with an alternative – “Vkontakte”. Google hung up – Yandex was working. Khinshtein also mentioned that in Russia it is necessary to create an alternative to every significant resource so that there are no segments on the Internet where foreign services are leading, as, for example, happened with YouTube.

Earlier, the head of the Federation Council commission on information policy and interaction with the media, Alexei Pushkov, said that the failure in the work of foreign social networks proved the correctness of creating a stable Internet in Russia. According to the senator, this will allow the state not to depend on external Internet service providers.

In September, Roskomnadzor promised to block YouTube in Russia if the video hosting service does not cancel the removal of two German channels RT (Russia Today). Experts believe that this threat can be realized. Moreover, Russia already has a track record of successfully blocking social media.
