On Thursday, July 10, the leaders of the “coalition of the willing,” French President Emmanuel Macron and British Prime Minister Keir Starmer, held a virtual summit with other members of this group of countries that support Ukraine. For the first time, the meeting was joined by representatives of the United States — Special Presidential Envoy for Ukraine Keith Kellogg and Republican Senator Lindsey Graham.

The Guardian reported on the agreements that were reached at this summit.

During the meeting, it was agreed that the coalition's multinational operational headquarters would be located in Paris and would be moved to London within 12 months.

In the event of a long-term ceasefire, the new coalition forces are expected to help rebuild and restructure Ukraine's ground forces, secure Ukraine's airspace with coalition aircraft patrolling the airspace, and maintain security in the Black Sea.

The leaders also “agreed that their priority efforts must be to focus on Ukraine's immediate defence in the face of relentless Russian attacks on critical national infrastructure and civilians,” the statement, quoted by The Guardian, said.

“In the coming days and weeks, we will step up our support to ensure Ukraine continues to fight now, increasing the pressure on Putin with crippling sanctions and ensuring Ukraine's armed forces have the equipment they need to defend their sovereign territory,” said British Prime Minister Keir Starmer.

What is known about the activities of the “coalition of the willing”

The “Coalition of the Willing” is a bloc of countries that have promised to support Ukraine in its war with Russia.

The initiative was presented on March 2, 2025, following a summit of 18 world leaders in London.

The activities of the “coalition of the willing” have recently been suspended due to the lack of clear security guarantees from the United States.
