Demobilization is not in the law on mobilization

The Ministry of Defense, together with the General Staff of the Armed Forces of Ukraine, will develop a separate bill providing for a provision on the rotation and transfer of military personnel to the reserve.

Additional payments of 70 thousand UAH The Rada voted by a separate resolution

There is no provision in the law for additional payments of 70 thousand UAH, it was removed at the last moment.

Instead, on April 11, the Verkhovna Rada voted for a resolution according to which the military “at zero”, in addition to a salary of 20-25 thousand and combatants of 100 thousand, should receive an additional 70 thousand UAH.

Who should register for military service:

  • all conscripts, those liable for military service and reservists, 60 days from the date of entry into force of the law, must appear at the TCC, at the Central Station or use the electronic account and undergo personal data verification;
  • men who have special ranks (class ranks) and serve in law enforcement agencies, tax, customs services, etc., and are also dismissed from such service, must become for military registration of those liable for military service in the TCC at their place of residence;
  • men aged 18 to 60 years who have been deregistered due to leaving Ukraine for a period of more than three months must register with the military.

Citizens are required to carry with them during martial law and/or during mobilization a military registration document and present it upon request along with an identity document.

At the same time, registration of the electronic account of a conscript, a person liable for military service or a reservist is voluntary.

Mobilization and agendas

The introduction of a mandatory medical examination for all those liable for military service is envisaged.

The police, local authorities, local self-government, heads of enterprises, institutions and organizations will take part in the notification during mobilization together with the TCC.

Valid reasons for non-arrival on a summons to the TCC: natural obstacles, illness, military operations in the relevant territory and their consequences, or other circumstances that made it impossible to personally arrive at the specified point and time, or the death of close relatives.

The list of information that should be included in the agenda has also been approved.

Who is not subject to mobilization:

  • women and men who support 3 or more children under the age of 18, except for those who have arrears in paying child support;
  • women and men who have a child (children) under the age of 18, if the second parent of such child (children) has died, been deprived of parental rights, been declared missing, etc., and also when a person independently raises and supports a child by court decision, etc.;
  • adoptive parents, guardians, trustees and other persons who support a child who, before the adoption, was an orphan or a child deprived of parental care, under the age of 18;
  • occupied with constant care for a sick wife (husband), child and/or parents, if the person himself needs constant care according to a medical or doctor’s opinion;
  • guardian of a person declared incompetent by a court;
  • having a wife (husband) from among persons with disabilities of group I or II;
  • having a wife (husband) from among persons with disability group III, established as a result of cancer, absence of limbs, one of the paired organs, or if a person with disability group III has cancer, mental disorder, cerebral palsy or other paralytic syndromes;
  • having one of the parents with a disability of group I or II, provided that there are no other persons who are not liable for military service and, in accordance with the law, are obliged to support them;
  • second-degree family members of a person with group I or II disability who are constantly caring for him;
  • family members (husband, wife, son, daughter, father, mother, full brother or sister) of persons who were posthumously awarded the title Hero of Ukraine for civil courage shown during the Revolution of Dignity;
  • teaching workers of vocational higher education institutions;
  • education applicants enrolled in internship;
  • citizens who served in the military and were discharged from service due to their release from captivity (such persons may be called up for military service with their consent);
  • those liable for military service before reaching the age of 25, who have completed basic combined arms training in accordance with Article 101 of the Law on Military Duty and Military Service or basic military service (such persons during the specified period may be called up for military service with their consent ).

Delay from mobilization

The possibility of citizens evading conscription for mobilization by entering a university to obtain a second or third higher education (bachelor, master) or even a lower education than the existing one is excluded.

Delays for employees of enterprises, institutions and organizations of the Ministry of Defense are excluded.

Restrictions for mobilization evaders

There is a restriction on the right to drive a vehicle during mobilization in case of failure to comply with the TCC requirement.

Consular services in foreign diplomatic institutions of Ukraine will be provided subject to the citizen verifying his personal data with his credentials in the TCC.

Under martial law, registration of passport documents abroad for men from 18 to 60 years old is carried out subject to the presence of military registration documents.

Military service

Basic military service is introduced for men aged 18 to 25.

Basic military service will continue:

  • in peacetime — up to five months, of which up to three months are provided with basic combined arms training, up to two months — professional training;
  • during martial law — for a period of up to three months, of which at least one month is spent on basic combined arms training, up to two months — professional training.

Basic combined arms training is also provided in higher educational institutions of any form of ownership from September 1, 2025.

Short-term contracts for military service during martial law are introduced (for citizens aged 18 to 25, for medical specialists and psychologists — 1 year).

In addition, there will be an additional requirement — completion of basic combined arms training or military service — for admission to the civil service, service in local governments, police and prosecutors.

Motivation and social benefits

During martial law, annual basic leave of 30 days may be granted in installments throughout the calendar year, with one installment — at least 15 calendar days.

Additional leave for destroyed equipment — no more than 15 calendar days per year.

Additional leave for military personnel released from captivity — duration of 90 calendar days with preservation of monetary security.

The amount of a one-time cash benefit in the event of the death of a serviceman cannot be less than 15 million UAH.

If a contract is concluded, a certificate for the purchase of a vehicle in the amount of 150 thousand UAH is provided at a time.

In case of concluding the first contract, a one-time compensation of 50% of the first payment under the єOselya program is provided, an additional 100 thousand UAH after the first year of military service, and another 100 thousand — after the second.

No penalties are charged for failure to fulfill obligations to enterprises, institutions and organizations of all forms of ownership, in particular banks, as well as interest for using a loan, except for loan agreements for the purchase of property or a car. < /p>
