Secretary of the National Defense and Security Council Alexey Danilov stated the need to complete the process of forming the Command of the Territorial Defense Forces .
On December 3, the NSDC Secretary held an interdepartmental meeting on the implementation of the requirements of the Law on the Foundations of National Resistance, which will take effect from January 1, 2022 .
He stressed that this legislative initiative is important to implement the concept of a comprehensive defense in the context of the escalation of the Russian Federation's aggression.
Danilov believes that threats in each region should be taken into account, as well as the approaches to the deployment and equipment of SRW units should be reviewed.
– All decisions must be made from the point of view of national interests, – stressed the NSDC secretary.
According to Danilov, the core of territorial defense must be formed in every community , Therefore, local executive authorities and local self-government should intensify their efforts.
The Verkhovna Rada adopted a bill on the foundations of national resistance in July 2021. The document provides for a number of measures to involve Ukrainian citizens in ensuring military security, sovereignty and territorial integrity of the country, deterring and repelling aggression.
The right of general leadership, according to the law, belongs to the Supreme Commander of the Armed Forces of Ukraine – the President of Ukraine.
The draft law was supported by 313 parliamentarians .
