Telemedicine – in the compulsory medical insurance policy. Digital medicine must be accessible to everyone

Digital medicine should be accessible to everyone, so telemedicine services should be included in the CHI system.

Such a proposal was put forward by the State Duma deputy, pilot-cosmonaut, Hero of Russia Roman Romanenko at a round table on the development of telemedicine technologies.

1.2 million consultations in 1.5 years

“Improving the quality of medical services is one of the key challenges facing the authorities today. The coronavirus pandemic that began last year has largely exacerbated the problems that always worry citizens: the lack of narrow specialists near their homes, difficulties in making appointments with doctors, and some others. The need for advanced technology has become apparent to everyone. People should be able to get a doctor's consultation or treatment without leaving their homes, ”R. Romanenko is sure.

He recalled that Moscow has accumulated good experience in developing this area. Sergei Sobyanin's program “The Best City of the Earth”, which was presented in June at the city party conference of “United Russia”, reported that only since the beginning of the pandemic, employees of the Moscow telemedicine center have conducted 1.2 million consultations. In addition, the call center of the Social Development Complex provided assistance to 700 thousand people. Modern technologies make it possible to achieve results, but, according to Romanenko, not all regions have the opportunity to introduce them as quickly and efficiently as Moscow does.

More time for patients

President of the Center for Pediatric Hematology, Oncology and Immunology. Rogacheva Alexander Rumyantsev during the round table noted that for the successful implementation of telemedicine in Russia, it is necessary to increase the computer literacy of the population, train personnel and create software that is convenient and understandable for doctors and patients.

“Digital services are changing the mindset of a doctor. Artificial intelligence technologies allow doctors to save time on analyzing the research obtained and making a diagnosis. This leaves more time for communication with the patient, to whom he can transfer the warmth of his heart, ”he said.

Rumyantsev stressed that for the introduction of telemedicine, it is necessary to pay special attention to the training of doctors.

“Digital services are depersonalized, many questions are made formal. I believe that doctors need to be taught how to communicate online. After all, many patients are accustomed to personal confidential contact with a doctor, to whom you can complain not only about their health, but also about life, and with whom you can consult, ”he added.

Artificial intelligence needs training

“Moscow has become the first city to introduce artificial intelligence technologies for the treatment and diagnosis of coronavirus,” explained Ilya Tyrov, Deputy Head of the Moscow Health Department. “And as much health research goes digital, it becomes possible to collect it centrally and train AI algorithms to analyze that data. Thus, the diagnostic accuracy is further increased. “

“The advantages that digital offers for doctors and patients are obvious: time savings, ease of interaction, absence of epidemiological risks. It is noteworthy that it was the cosmonaut who initiated the advancement of digital technologies. Cosmonautics has always been at the forefront of science and technology, and the application of its advanced achievements in the life of society will have a positive effect on the development of the entire telemedicine industry, ”commented Maryana Lysenko, head physician of the City Clinical Hospital No. 52.

“The future has already arrived”

The roundtable participants agreed that the experience of the capital in the development of telemedicine should be replicated throughout Russia. Following the meeting, it was decided to send such a proposal to the People's Program, which is now being created by United Russia. Every resident can make his suggestions to this program: through the Public Support Headquarters at Pokrovka, 47, or on the website np.er.ru.

“I believe that the future has already arrived and innovations should be available to every citizen of our country. I propose to include digital medicine in the list of services subject to compulsory health insurance, ”summed up R. Romanenko.
