The Russian Ministry of Digitalisation plans to introduce a requirement on the need for coordination with the department of purchases of foreign software by government agencies and state-owned companies as part of the second package of measures to support the domestic IT industry.
“As part of the second package of measures to support the IT industry, it is planned to introduce a requirement not only to provide justifications, but also to coordinate the acquisition of foreign software by government agencies and state-owned companies with the regulator,” TASS quotes a statement from the ministry's press service.
The press service of the department also said that the circumvention by state-owned companies of the requirements of the procurement legislation has nothing to do with the classifier. However, they noted that such a problem does exist.
Recall that today, when making a purchase, any state customer must first of all look for the software he needs in the register of domestic software. In the absence of a fully suitable product in the registry, the purchasing agents write a reasoned justification for “the impossibility of observing the prohibition on admitting software originating from foreign countries.” Justification is included in the dossier when making a purchase.
