The world's first woman-cosmonaut, deputy Valentina Tereshkova, missed more than half of the plenary sessions of the State Duma of the eighth convocation. Kommersant drew attention to this.
She did not attend 15 of the 23 meetings. Also among the most frequently absent from the polls were the hero-polar explorer Artur Chilingarov (16 passes) and Viktor Zavarzin (19). Dzhasharbek Uzdenov, a single-mandate deputy from Karachay-Cherkessia, did not attend any meeting at all. Vice-speaker Irina Yarovaya and Vitaly Milonov attended 13 out of 23 sessions.
The source of the publication said that all age deputies were advised to minimize their attendance at the conference room due to the coronavirus.
In 2020, it was reported that several deputies of the State Duma of the seventh convocation during the spring session of 2020 missed over 80 percent of the votes. Then, among the most inactive parliamentarians were Deputy Speaker Igor Lebedev representing the LDPR (missed 95.35 percent of the vote), as well as members of the United Russia faction Larisa Shoigu (82.82 percent), Viktor Ignatov (80.94) and Yuri Mishcheryakov ( 80.88). The rest of the parliamentarians missed less than 80 percent of the vote.
In 2016, the State Duma introduced fines for absenteeism. Those for deputies are considered to be missed meetings without good reason: certificates of illness, sending on a business trip or to an event related to parliamentary work.
