Social payments-2025: what will be the aid amounts in the new year

In January, certain types of social benefits changed, despite the fact that the subsistence minimum, on which the amount of assistance depends, according to the 2025 state budget, remained at the same level.

Assistance to low-income families in Ukraine

With the entry into force of the Law on the State Budget of Ukraine for 2025, the level of subsistence minimum for the purpose of providing assistance to low-income families, according to Art. 9, increased by 5%:

Now watching

  • for able-bodied persons – from 55% to 60%;
  • for children – from 140 to 145%.

Thus, since January, assistance to low-income families in Ukraine is:

  • for able-bodied persons – 60% of the corresponding subsistence minimum (that is, it increased from UAH 1,665.4 to 1,816.8 UAH);
  • for children – 145% of the corresponding subsistence minimum (that is, for children under 6 years old it increased from UAH 3,588.2 to UAH~60>3,716.35; for children from 6 to 18 years old – increased from UAH 4,474.4 to UAH~60>4,634.2);
  • for persons aged 18 to 23 (subject to education) – 145% of the corresponding subsistence minimum (i.e. increased from UAH 4,239.2 to 4,390.6 UAH);
  • for persons who have lost their ability to work and persons with disabilities remained at the level of 100% of the corresponding subsistence minimum – 2,361 UAH.

Assistance for the maintenance of a child in the family of a foster caregiver

For the payment of an allowance for the maintenance of a child in the family of a foster caregiver in the state budget for 2025 provides for UAH 251.7 million.

Compared to 2024, expenses have increased from UAH 79.4 million to UAH 172.3 million (i.e. by 317%).

According to the Procedure for paying social assistance for the maintenance of a child in the family of a foster care provider and payment for the patronage service over a child, the amount of social assistance is:

  • 2.5 subsistence minimums for children of the corresponding age per month;
  • 3.5 subsistence minimums for children of the corresponding age per month (for children with disabilities).

Payment for the service of patronage over a child

Expenses for payment of patronage services over a child in the new budget have been increased from UAH 114.4 million by UAH 43.3 million (i.e. by 138%) – to UAH 157.7 million.

From July 1, 2024, in accordance with Cabinet of Ministers Resolution No. 1434 dated November 19, 2024, the amount of monetary support for a foster care provider for the provided service of patronage over a child/payment for the provision of the service of patronage over a child is three minimum wages per month (24 thousand UAH).

For foster parents, for services rendered up to and including June 30, 2024, the amount of cash benefits for the provided child care service is five subsistence minimums for able-bodied individuals per month (UAH 15,140).

Assistance for orphans raised in foster families and family-type homes

Expenses on assistance payments for orphans raised in foster families have been increased this year from UAH 464 million to UAH 632.3 million.

Expenses on assistance payments for orphans raised in family-type homes have been increased from UAH 841 million by UAH 229 million (i.e. by 27%) – up to 1.07 billion UAH.

According to the procedure for payment of assistance, the amount of state social assistance is:

  • 2.5 subsistence minimum for children of the corresponding age;
  • 3.5 subsistence minimum for children of the corresponding age (for children with disabilities).

Maternity benefit

All women (including minors) who are not insured in the compulsory state social insurance system have the right to state pregnancy and childbirth benefit.

According to Art. 9 of the Law of Ukraine On state assistance to families with children, maternity benefits are provided in the amount of 100% of the average monthly income (scholarship, cash benefits, unemployment benefits, etc.) of a woman, but not less than 25% of the subsistence minimum for an able-bodied person (757 UAH) per month.

Childbirth benefits

The amount of childbirth benefits in 2025 is also 41,280 UAH.

According to Art. 12 of the Law of Ukraine On state aid to families with children, 10,320 UAH is paid in a lump sum.

The remaining amount is paid over 36 months in equal parts (860 UAH per month).

Baby package

Baby packages are provided for families with newborns.

Currently, according to the Ministry of Social Policy, maternity hospitals are ready to issue almost 35 thousand boxes for babies, filled with 50 things.

Instead of a baby package, parents can also receive monetary compensation for the cost of a baby box, which is three living wages minimum for children under six years old – 7,689 UAH (Article 12 of the Law of Ukraine On state aid to families with children).

Funds are transferred to a special account opened in Privatbank.

They can only be used for the needs of the child in stores that have joined the project.

Assistance for children of single mothers

Assistance for children of single mothers (as well as single adoptive parents, mother/father in case of death of one of the parents) is provided in the amount equal to the difference between 100% of the subsistence minimum for a child of the corresponding age (for children under 6 years old – UAH 2,563; from 6 to 18 years old – UAH 3,196, for persons aged 18 to 23 years (subject to education) – UAH 3,028) and the average monthly total family income per person for the previous six months.

Temporary state assistance to children whose parents evade paying alimony

The amount of temporary assistance is calculated as the difference between 50% of the subsistence minimum for a child of the corresponding age and the average monthly total family income per person for the previous six months.

Recommended amount of alimony:

  • for children under 6 years old – 2,563 UAH;
  • from 6 to 18 years old – 3,196 UAH;
  • from 18 to 23 years old (subject to education) – 3,028 UAH.

Guaranteed amount of alimony:

  • for children under 6 years old – 1,281.5 UAH;
  • from 6 to 18 years old – 1,598 UAH;
  • from 18 to 23 years old (subject to education) – 1,514 UAH.

State social assistance to persons with disabilities from childhood and children with disabilities

State social assistance is assigned in the following amounts:

  • for persons with disabilities from childhood of group I – 100% of the subsistence minimum for persons who have lost ability to work;
  • for persons with disabilities from childhood of group II – 80% of the subsistence minimum for persons who have lost their ability to work;
  • persons with disabilities from childhood of group III – 60% of the subsistence minimum for persons who have lost their ability to work;
  • for children with disabilities under 18 years of age – 70% of the subsistence minimum for persons who have lost their ability to work.

Pension indexation-2025

From March 1, 2025, indexation of pensions is expected (in particular, the lowest payments).

The minimum indexation, according to the deputy chairperson of the Verkhovna Rada Committee on Budget Issues Lesya Zaburanna, should be 100 UAH, the maximum — 1,500 UAH.

People aged 70 to 80 will be entitled to an additional allowance of 300 to 570 UAH.

The indexation amount will be calculated using the formula: 50% of the inflation rate of the previous (2024) year + 50% of the increase in the average salary over the past three years compared to the previous three years.

The exact amount of the increase will be set out in the February government decree.

It is worth noting that those who retired in the last three years should not expect indexation, since their payments are considered current.

“Chernobyl” surcharges

According to Art. 45 of the Law on the State Budget of Ukraine, in 2025, for the period of martial law, an additional payment to pensioners who do not work and permanently reside in the zone of unconditional (mandatory) resettlement and in the zone of guaranteed voluntary resettlement additional payment for living in the specified territories in the amount of UAH 2,361 is established if they lived or worked in this zone as of April 26, 1986 or from April 26, 1986 to January 1, 1993.

Payment of this additional payment shall cease as soon as the person leaves the place of permanent residence in the specified territories and declares (registers) the place of residence outside this zone, which is confirmed by information from the Unified State Demographic Register and other state registers.

IDP payments in January

The Ministry of Social Policy notes: in 2025, IDP payments will be retained as crisis social payments, which is part of the government's support for internally displaced persons.

UAH 81.8 billion has been allocated for the social protection of Ukrainians who have found themselves in difficult life circumstances.

The amount of IDP payments in 2025 will remain unchanged:

  • 3 thousand UAH – for persons with disabilities and children;
  • 2 thousand UAH – for other persons.
