Russian Deputy Foreign Minister Sergei Ryabkov compared the importance of the issue of Ukraine's joining NATO for Moscow and Kiev. According to him, this issue is of the same importance for Russia as for Ukraine itself, and possibly more, since it is connected with the vital interests of the Russian Federation. The diplomat also commented on reports that the members of the alliance are increasing the combat readiness of the rapid reaction forces due to the build-up of Russian troops near the border with Ukraine.

On December 24, Bloomberg, citing defense and intelligence company Jane's, reported that Russia continues to build up troops on the border with Ukraine and is pulling military equipment there. The company cites satellite images, which allegedly show that tanks, artillery weapons and air defense systems have been moved to the border since November, as well as a small number of military personnel.
