For the creation of a system for large-scale collection of data on subscribers of cellular operators, the state will allocate 336.5 million rubles from 2021 to 2024. For this money, the contractor will have to provide cellular companies with access to the system, as well as automate the transfer and analysis of data to Roskomnadzor. The department will be able to receive personal data of subscribers already at the end of 2021.

The representative of Roskomnadzor told Forbes that the money will be received by the institution “Main Radio Frequency Center” under his jurisdiction. It will become the system developer.

In early 2021, Roskomnadzor, in its digital transformation program, indicated that 386.5 million rubles would be required to create a subscriber data collection system.

Mobile operators will have to transfer information there, which previously could only be accessed by law enforcement agencies. This is the last name, first name, patronymic and place of residence of the subscriber, facts about the calls and data transfer made by him, information about the equipment used, and so on. The Ministry stressed that the department will not receive access to the content of calls and messages.

The data is necessary for Roskomnadzor to identify subscribers who use SIM cards issued for other people. The department recalled that operators must check the accuracy of customer information on their own. However, these requirements are currently not being met. It is assumed that the system will be partially launched at the end of 2021, and in 2022 it will be fully operational.

Earlier, “Secret” wrote that the Moscow Arbitration Court dismissed Google's claim and recognized the legal requirements of Roskomnadzor to block 12 videos on YouTube with calls to go to uncoordinated rallies. In its complaint, the American company argued that the agency violated the constitutional rights of Russians to receive and disseminate information.
