The US State Department has sent out instructions to NATO partners on how to delay talks on Ukraine involving Russia. This was stated by Deputy Head of the Presidential Administration of Russia Dmitry Kozak, quoted by TASS.
This is how he commented on the results of the negotiations held in Berlin by political advisers to the leaders of the Normandy Four – Russia, Ukraine, Germany and France.
