Russia entered the top 3 countries in the world in terms of the number of requests to Twitter with requests to remove content. Most of the requests are related to suicide propaganda and pornographic content, although the number of claims to extremism in posts has also been growing recently. According to the social network, 94% of legal requirements to remove content come from just five countries.
This is stated in the Twitter report for the second half of 2020. For six months, the social network received 38,524 legal claims to remove content, indicating 131,933 accounts. Twitter moderators hid or removed content about 29% of the time – 11,091 times.
The five leaders included:
Japan (16,649 requests) India (6,971 requests); Russia (6 351 requests); Turkey; South Korea.
It is noted that fewer requests were received from Russia than in January-June 2020 (then – 8949). In total, in 2012–2020, Russia demanded approximately 36,800 times to remove this or that illegal content.
Meanwhile, Twitter drew attention to an increase in the number of claims against confirmed journalist accounts. The reason for such requests is not specified.
But Russian regulators require information to be provided much less frequently by their foreign counterparts. Russia was not included in the top five in terms of this indicator: India became the largest source of such requests, which accounts for 25% of global requirements. In second place is the United States (22%), in third and fourth places are Japan (17%) and South Korea (16%).
Twitter noted that content on demand is most often blocked only on the territory of the country – the author of the appeal. Copies of executed requests are stored in the public Lumen database.
Meanwhile, since this year, Russia has been seriously concerned about the low percentage of compliance with Roskomnadzor's requirements. Since March 10, the regulator has slowed down Twitter, threatening to block the social network altogether if the moderators do not remove all prohibited content. In April, the rate of removal increased markedly. When Twitter reported blocking 91% of records with calls for suicide among minors, drug propaganda and child pornography, the agency relaxed the restrictions, leaving traffic slowdown only for the mobile version of the social network.
