Russia is initiating an informal meeting of the UN Security Council in the Arria format due to the “breakthrough” in the Kursk region, in which, according to the Kremlin, the Armed Forces of Ukraine are allegedly participating.

The meeting will take place on Tuesday at 17:00 (00:00 Kyiv time). The Permanent Mission of Russia to the UN sent a letter to members of the organization, indicating the topic of discussion as “crimes committed by the Kyiv authorities.”

The UN Security Council meeting according to the Arria formula is an informal meeting organized by a member or the UN Security Council with the purpose of conducting a private, frank exchange of opinions.

This format of meetings is named after the Venezuelan diplomat Diego Arria, who began using this practice in 1992 as Venezuela's representative on the Council.

Arria formula meetings differ from regular Security Council consultations. The initiator of the meeting acts as its chairman. Each member makes the decision to participate in such meetings independently and has the right to refuse.

Recall that yesterday, August 11, Russia complained to the UN about “human rights violations by Ukraine.” The Russian ombudsman talks about allegedly “thousands of civilian victims” and blames the Ukrainian Armed Forces for everything.
