The Organization for Security and Cooperation in Europe (OSCE) has declared its readiness to facilitate negotiations between Russia and NATO. This was reported to Izvestia with reference to the press service of the organization.
“The OSCE provides a platform for dialogue and cooperation on a scale that no longer exists anywhere in the world. This includes an extensive and diverse representation of the 57 participating countries. The OSCE offers a range of formal and informal mechanisms and instruments that can be used in order to build a dialogue and maintain an atmosphere of trust, ”the organization stressed.
The OSCE proposed holding peace talks on the basis of the Vienna Document 2011, which lists the basic principles of interaction between the countries that signed the document.
Grigory Karasin, the head of the Federation Council Committee on International Affairs, former Deputy Foreign Minister of Russia, called the draft agreement on security guarantees “an invitation to dance.” “This is a set of principles, according to which, according to the Russian leadership, it is necessary to sit down and discuss specific obligations of the parties,” he said.
On December 17, the Foreign Ministry unveiled draft agreements with NATO and the United States on security guarantees. In the document, Russia reflected its intentions to stabilize the situation in order to prevent further escalation. Moscow believes that the expansion of NATO to the East and the inclusion of Ukraine in the alliance poses threats to national security.
