Facebook may receive a fine in Russia in the amount of 5-10% of its annual turnover for repeated failure to delete prohibited data. The Russian social network revenue is estimated at around 12 billion rubles. Roskomnadzor (RKN) summoned the company's representatives to draw up a protocol on the violation of the law. Then the document will be sent to the court, which will determine the amount of the fine.
“Video hosting YouTube systematically fails to comply with the requirements for the removal of materials containing information prohibited in Russia. Since 2014, more than 3000 illegal materials dangerous for the citizens of the Russian Federation have not been removed, ”the newspaper quoted the RKN representative as saying. We are talking about suicidal, pro-drug, extremist, fake content, as well as child pornography.
Article 13.41 of the Administrative Code of the Russian Federation obliges social networks and providers to remove pages with prohibited information at the request of the authorities. This can be the sale of fake certificates and diplomas, casino advertising, extremist information, etc. But separately in the article there is a duty to delete pages with calls to extremism, child porn and information about drug use. For repeated non-deletion, a larger penalty is also provided – not 10% of the turnover, but already 20%.
Since the beginning of 2021, the RKN has compiled 19 protocols on Facebook under the article for not removing prohibited content. The court imposed fines on social networks in the amount of about 70 million rubles, of which court decisions for 43 million rubles have already entered into force. The company has not yet paid the fines.
Earlier, “Sekret Firmy” reported that Facebook shareholders have filed a lawsuit against the company. They said that in 2019 the social network overpaid a fine in the United States due to data leakage of tens of millions of users. Lawyers then determined that Facebook was supposed to pay $ 106 million, but in the end it transferred 50 times more to protect its founder Mark Zuckerberg from charges.
