Moscow. May 14. INTERFAX.RU – Roskomnadzor reported that it sent a request to the departments with a request to inform the Center for Monitoring and Control of the Public Communication Network (CMU SSOP) about the use of VyprVPN and Opera VPN by enterprises and organizations.
“To the attention of companies using VPN services. In accordance with the requirements of the response regulations on informing about the planned introduction of centralized management in relation to the means of circumventing the restriction of information prohibited by law, a request was sent to the departments with a request to inform the MSSO MSSP about the use of VPN services (VyprVPN and Opera VPN) to ensure the operation of technological processes of enterprises and organizations, “the RKN said in a statement.
The department gave the address where you need to send the names and contact information of such organizations.
On March 27, 2019, RKN sent requirements for the need to connect to the Federal State Information System (FSIS), which contains a register of information prohibited in the Russian Federation, to the owners of 10 VPN services to filter traffic. Relevant notifications were sent to NordVPN, Hide My Ass !, Hola VPN, Openvpn, VyprVPN, ExpressVPN, TorGuard, IPVanish, VPN Unlimited and Kaspersky Secure Connection. They had 30 days to connect to the registry, otherwise Roskomnadzor could decide to block VPN services. On June 26, it became known that 9 out of 10 VPN services to which the demand was sent are not going to do this, and alternative measures to the blocking are being prepared. At that time, only a VPN service from “Kaspersky Lab” was connected to the FSIS.
A package of amendments to the laws “On Communications” and “On Information”, the so-called “Law on Sustainable / Sovereign Runet”, entered into force on November 1, 2019. It provides for the creation in Russia of an independent infrastructure that provides routing on the Internet when it is impossible to connect to foreign root servers. If there are threats to the operation of the Internet in Russia, the RKN will intercept the centralized traffic control through the MSSP CMU.
