In 2020, Roskosmos State Corporation did not complete about half of the tasks under the Federal Space Program for 2016–2025 and two-thirds under the program for the development of cosmodromes. The company has suffered multi-billion dollar losses due to the coronavirus pandemic. The important goals of the 2020 program were the modernization of the Plesetsk and Baikonur cosmodromes and the construction of the Vostochny cosmodrome.
The company's annual report states that 10 out of 18 tasks (55%) have been completed under the Federal Space Program. The program for the development of the Russian satellite navigation system GLONASS is 80% complete. The program “Cosmodromes of Russia” by 30%, out of 26 planned activities, eight have been completed. The report also says that the two subroutines are 100% ready, but it is not known which ones.
Objectives of the state program 2020:
formation and maintenance of the required composition of the orbital group; introduction of domestic satellite navigation technologies and services using GLONASS; creation of scientific, technical and technological groundwork for advanced models of rocket space technology.
The pandemic negatively affected the financial results of Roscosmos. The corporation lost 25 billion rubles in revenue and over 1 billion rubles in net profit from foreign contracts. “Due to the long production cycle, a prolonged (at least 3 years) impact of the pandemic on the economic performance of Roscosmos state corporation organizations is expected in 2021–2023,” the company said.
On September 29, Russian President Vladimir Putin, at a meeting with the government, scolded the officials for not fulfilling the instructions for the development of space. The Cabinet was supposed to prepare measures to achieve long-term goals in the space sphere by August 30, but did not. Due to delays, plans for the development of the industry may be thwarted, the head of state warned.
