Romania Plans to Produce Neptune Missiles with Ukraine: What is Known

Plans for Romanian-Ukrainian military-industrial partnership are designed for the post-war period.

Romania intends to develop weapons in cooperation with Ukraine. In particular, we are talking about the production of R-360 Neptune anti-ship missiles.

As Army Recognition magazine reported, Igor Prokopchuk noted the importance of cooperation between Bucharest and Kiev in the defense sector (as well as in the energy sector) after a visit to Romania.

In April 2023, it became known that the Ukrainian defense industry is working on modernizing the R-360, but the final results of these efforts are unknown.

Romania offers to have Ukraine as an ally in control of the Black Sea on its territories.

What is known about the “Neptune”

Unlike the air-launched French SCALP-EG missiles, the Neptune missiles are ground-based and can hit both land and sea targets at a range of up to 400 kilometers. This ability gives them a strategic role in the conflict. The missiles have been used since the beginning of the conflict, notably to sink the Russian cruiser Moskva, the flagship of the Black Sea Fleet, in 2022.

These missiles can compete with the American ATACMS, the only other weapon with a similar range that Kiev uses.

The R-360 Neptune is a subsonic cruise missile developed by the Ukrainian enterprise KB Luch. It was first presented at the International Exhibition of Arms and Security in Kyiv in 2015 and accepted into service with the Ukrainian Navy in 2021.

Recall that new fragments of Russian drones were discovered as part of a search operation after a UAV strike on Ukraine. Fragments of drones were found in the Catalkiy area Tulcea County.
