The head of Roscosmos Dmitry Rogozin promised in the fall to finally agree with the government the Russian analogue of Starlink – the Sphere program, which should provide Russians with access to the Internet and high-quality communications. The satellites under development will also be able to monitor the ecological situation. The first prototypes of the devices should be ready by the end of 2022; their creation will cost 7 billion rubles.
“It (the program“ Sphere ”. – Approx.“ Secret ”) was sent to the government at least two times. Now it is undergoing another approval, including taking into account the specified parameters. In general, it is in a high degree of readiness and by the end of this month should be submitted to the government again, “Rogozin told TASS.
He said he hoped that it would be “finally accepted” during September and October. Due to the fact that some Earth remote sensing devices run out of service in 2023–2024, it is urgent to start work on the Sphere program.
According to Rogozin, the first 7 billion rubles for the program “if not yet received, then should be received in the coming days.”
“We should receive these funds in a few days. With these funds, we plan to create by the end of next year prototypes of the first spacecraft of one of the orbital constellations and thereby secure the frequency resource for the Russian Federation, which will expire at the end of 2022, ”Rogozin said and called the conclusion of agreements with the Ministry of Finance“ a compromise “.
The head of Roscosmos drew attention to the fact that without these spacecraft it would be impossible to see fires or identify problems associated with environmental monitoring. To do this, you need “to have objective control, it is necessary to form an orbital constellation, which will have the necessary sensors, spectral analysis instruments that determine methane emissions, carbon emissions,” supplies “of oxygen from the colossal Siberian forests, from our taiga, and so on.”
