In December, the US Department of Commerce published a list of Russian and Chinese organizations that have been sanctioned for cooperation with the military, in particular the Samara RCC Progress.

The amount of Roscosmos' claims against the Progress RCC exceeds 4.7 billion rubles.

The Samara enterprise is not engaged in the production of electronic components for satellites, but buys them, like other enterprises of the state corporation, from the outside. Due to the sanctions imposed by Western countries against Moscow after the annexation of Crimea to Russia in 2014, the access of Russian enterprises to modern microelectronics for space purposes is limited.

Resurs-P satellites # 1, # 2 and # 3 were launched in June 2013, December 2014 and March 2016, respectively, on the Soyuz-2.1b rocket from the Baikonur cosmodrome. At present, only the first spacecraft is functioning normally, the second is not working, the third is partially working.
